The REA is a side issue, not really important.

 

In the worst case scenario, if SY can' t get the licence, they can sell it off. 

 

As Mr Yao only bought the mine for $23 million, he can easily sell it off for a profit and used the money 

 

for the other business.

 

I am of the  view that they can overcome this setback as long as they comply with the regulator requirements.

 

Let us not forget that the state of Victoria stand to benefit because they get a royalty  fee of 2.75% (a few millions a year) and SY provide

 

Job for 200 over people. Right now, the unemployment rate in Australia is still very high, so it is in the government interest 

 

to keep the people employed.

 

One mistake that Shen Yao made  is to get a Chinaman to run the mine. It would be better to get an Ang Moh as Australia is 

 

quite biased and racism considering the not so good relationship between China and Australia
