I think The 4th telco will have unfair advantage over existing ones.  M1' s response summed up the obstacles existing telcos face if they had to migrate their technologies. My understanding is this: 1. The 2 new bidders has priority to bid up to 33.3% of the 900MHz (this is total available, read the link below, existing telco' s right expire soon and need to put back into the pool).  2. Then the remaining 66.6% will open to existing 3 telcos to bid. So at least one of them will get less than 33% share. 3. Is this 900MHz important? My understanding is that you can use other bandwidth but need more equipment investment, also this bandwidth is more reliable. So it is critical to meet compliance. Read the report below on impact if existing telco do not get back the same amout bandwith. That' s why the report brand IDA proposal very generous to 4th telco. If no signs of collections = more room to fall further. M1 market share is dropping, revision of dividends might be possible too. Better to look out for signs of bottoming out before entry.
