If the price is pushed up, and the last purchase price is 0.25, Fang can sell the rest at 0.25. On average, his selling price will go up and will not be 0.135. If Fang sold at higher price, the total cost for CEL will be higher... I think both parties have done their Math. If CEL didn' t go thru this method, it will be hard to accumulate thru open market to reach this percentage. This is just my view.
