Now is time to rectify the problem and filling up hole asap.  Obvously there is now a big hole in the capital expenditure obligation.  So the new arrangement simply means, if SMRT made good profit over and above that 5% EBIT, more of those goes into the capital expenditure obligation pot.  But LTA cannot let SMRT perform badly since it affects their prosepect as a good employer and they do want our public transport system to " look good" from all angles. However, its rail business will suffer from structurally lower profitability. We cut EPS by 19-39%. The expected decline in profitability could lead to consensus earnings downgrades. We lower our TP to SGD1.36. At 30x P/E with a yield of just 3%, valuations are stretched for a utility stock with limited growth prospects. D/G to SELL.
